The Commissioners
The Board of Looe Harbour Commissioners is made up of 10 local elected officials. Get to know our current Board of Commissioners below.
Born in Looe, Dave has fished from Looe for over 36 years. This is his sixth term as a Commissioner. He is also Chairman of the South West Handline Association and Vice Chairman of Looe Fishermen’s Protection Agency.
Dave Bond
David lives in Looe and has a business based in Liskeard. As a Mooring holder he has been a Commissioner for five years and is on the works and staff committees.
Dave Peat
Angela was born in West Looe in 1959, and is a mother and grandmother who comes from a long line of fishermen, boat owners and fish sellers. She is passionate about all aspects of the fishing industry, from direct buying to education, helping to preserve our industry, 30 years in business and 5th generation working on the quay. Angela is very grateful to have been voted on to the board of Harbour Commissioners and excited to be able to have some input in to the future of the Harbour.

Mike Darlington
Born in Plymouth in 1940. Mike’s family came to Looe in 1941 after losing their house in the war. On leaving school he served an apprenticeship with Curtis & Pape as a boat builder. He married his wife Sue in 1961. A Looe maid, she still will not let Mike be Cornish! They have two children and five grandsons; they all love the sea. Mike joined the crew of Our Daddy, skipper A. J. Pengelly, in the mid sixties. With summers spent working 18 ft ferry boats that he built he started a sailing business in 1984 with a 1920 St. Ives gig that Sue and Mike converted back to sail – The Deu Kerens. They successfully sailed her until the year 2000 when Sue retired. They brought ‘Our Daddy’ back to Looe and continued chartering to Isles of Scilly, Channel Islands and Brittany. Having worked their businesses from the harbour for 45 years Mike has joined the Board, in November 2013, to ‘hopefully put something back.’
Armand is the Cornwall Councillor for Looe East and St Martins ward of Cornwall Council, a Looe Town Councillor and a trustee with Looe Development Trust. A Commissioner since 2001 and a previous Chairman, he enjoys being involved with the harbour having been a fisherman for 25 years working as a Crew and Skipper and Owner of a trawler from the port. ‘The harbour is the most important part of Looe’s economy providing good local jobs and the main attraction for the thousands of visitors who come to Looe each year, many to see a working fishing port’.
Armand Toms
Born in Truro, Jeff has lived in Looe for 40 years. Jeff’s seagoing career started in the Royal Navy in 1967, where he spent most of the time in conventional class submarines, before retiring from the Navy in 1993. He then worked at Falmouth Boat Construction, refitting RNLI Lifeboats and operating them on sea trials. He was offered the post of Harbour Master on the Isles of Scilly and spent ten years in St Mary’s before returning to Looe to take up the post of Harbour Master in 2005, taking over from Ted Webb, and retiring in September 2016.
Jeff Penhaligon
Joe was born in West Looe in 1944 and married in 1967 with three sons. He has been a Commissioner since 1991. Joe has worked and lived in Looe all of his life. He is a qualified Boat builder with Curtis and Pape, West Quarries. Started fishing out of Looe in 1968 until 1988. He then went ashore to work on the quay with the fish until he retired in 2009. His hobbies include remote control model boats and spending time with his wife and grandsons.

Better known as ‘Moogie’ on the quay, was born in Looe in 1952 and started fishing straight from school in 1967, on his fathers boat, a lugger called ‘Iris’, pilchard drifting. After the mackerel and pilchard declined they turned to trawling, buying a more modern boat. Mike has five children, his youngest two son Tom and Will decided to make fishing there career and they all work together on there trawler ‘Ganesha’, making them 6th & 7th generation fisherman here in Looe.

Megan lives on the quay, and loves being a part of the community in and around the harbour. Elected by local residents as the youngest ever female Harbour Commissioner, Megan is delighted to be able to contribute her part of a piece of Looe history, support the next generation of users of the harbour and offer a fresh voice to the board.
